Regulations attached to the National State of Disaster – Impact of Severe Electricity Supply Constraint

The Minister of Cooperative Governance and Traditional Affairs has published a set of Regulations in support of the Declaration of the National State of Disaster proclaimed on the 9th Feb 2023.

The publication states that the objective of the Regulation is to assist, protect and provide relief to the public; to protect property; to prevent and combat disruption and to deal with the destructive nature and other effects of the disaster by minimizing the impact of load shedding.

In addition the Regulation provides:-

  • General measures to address the effects and prevent an escalation of the severe electricity constraint.
  • Authorisation for the relevant Cabinet member to issue Directions and the circumstances under which they may be issued
  • Emergency procurement procedures
  • A list of essential infrastructure
