Short-Term Letting By-Law: FEDHASA Cape Engagement Session with the City of Cape Town

The City of Cape Town’s proposed Short-Term Letting By-Law has significant implications for hospitality operators across the accommodation sector, from formal hotels and guesthouses to B&Bs and short-term rental properties.

As your representative body, FEDHASA Cape consulted with members, gathered their concerns, and went back to the City with a clear ask: come and speak to our members directly, before the public comment period closes. The City agreed, and on 22 September 2026, FEDHASA Cape facilitated a virtual engagement session between members and the City officials responsible for drafting the by-law.

The session covered the four key areas members identified as most pressing:

  • How the by-law will define and differentiate between categories of short-term letting operators
  • The practical requirements and timelines for compliance, and support available to smaller operators
  • How enforcement will work in practice, and what recourse operators will have
