FEDHASA Legislative Advisor, Peter Cumberlege, provides highlights of Adjusted Level 3 Regulations of relevance to tourism and hospitality establishments as follows:
Adjusted Alert Level 3 National
Movement of persons:
- Curfew: From 21h00 until 06h00 daily (excluding declared hotspot). However, permits and security/medical emergency exemptions still apply as per the recent Level 1.
- Closing Times: Casinos and restaurants whether indoors or outdoors must close by 20h00.
Mandatory protocols when in a public place:
The wearing of a face mask is no longer voluntary but mandatory for every person when in a public place. As was the situation under Level 1 all employees are required to wear face masks while on duty and all businesses are required to continue to adhere to the various health and safety protocols.
Gatherings:
All social gatherings are prohibited for two weeks from the 29th December with the exception of those set out below.
Gatherings at the following places are permitted but subject to various limitations
- Casinos are limited to 50 persons or less indoors or 100 persons or less outdoor with the 50% proviso as per the restrictions under level 1
- Restaurants are limited to 50 persons or less for indoor venues and 100 persons or less for outdoor venues with the 50% proviso as per the restrictions under Level 1
- Hotels, lodges, bed and breakfasts, timeshare facilities, resorts and guest houses are allowed full capacity of the available rooms as per amended Level 1
- Conferencing, dining and entertainment facilities are subject to a limitation of a maximum of 50 persons or less for indoor venues and 100 persons or less for outdoor venues with the 50% proviso as per the restrictions under level 1.
- Beaches will remain open from 06h00 and 19h00 other than in any area declared a hotspot.
The health and safety protocols for any business permitted to hold gatherings and for any person attending any gathering remain as they were under Level 1
Places and premises closed to the public:
- Night clubs, swimming pools and bars, taverns and shebeens
Sale and dispensing of liquor:
- The sale, dispensing, and distribution of liquor for both off-consumption and on-consumption is prohibited
General:
- All remaining restrictions (not covered above) as set out under Level 1 will continue to apply.
